Dr. Toby Meltzer, MD is a plastic and reconstructive surgeon who is globally recognized as one of the leading surgeons in the field of gender-affirming surgery. Dr. Meltzer has performed Top Surgery since the early '90s, making him one of the most experienced Top Surgery surgeons in the U.S. He became the first surgeon in Arizona to specialize in Top Surgery when he moved his practice from Portland, Oregon to Scottsdale in 2003.
Dr. Meltzer performs two types of Top Surgery: Double Incision with nipple grafts and Peri-Areolar.
Surgery Requirements
Dr. Meltzer follows WPATH guidelines for surgery. You will need to provide one referral from a qualified mental health professional recommending Top Surgery. If using insurance, the insurance company may require two letters of recommendation. Dr. Meltzer will operate on minors if deemed medically necessary and with parental consent.
Financing & Insurance
Dr. Meltzer accepts cash, credit cards and medical financing. He works with Kaiser and BCBS AZ, and has also billed UHC, Aetna, Cigna and Harvard Pilgrim insurance. Dr. Meltzer doesn't accept Medicaid, Medicare or Tricare at this time.
